Nå er det bestemt: 100 prosent open access for all offentlig finansiert forskning innen 2020 i EU

EU sin handlingsplan har konkludert med følgende 6. april 2016:


Based on the input and commitment from all participants – scientists, universities, research institutes, publishers, EU member states and the European Commission – the EU has adopted three main goals:
1. Full open access for all publicly funded scientific publications by 2020.
2. Open data – the sharing and re-use of data – as the standard for all publicly funded research.
3. More open science, which will maximise its effectiveness and its impact on society and the economy.
De store forskningsfondene som Bill and Melinda Gates Foundation og Wellcome Trust ligger allerede langt foran i løypa så de private forskningsmidlene er ikke noe problem. Bill Gates har uttalt (se forrige epost) at han ikke ser noen grunn til at ikke all offentlig og filantropisk finansiert forskning kan være totalt open access innen "a few years".
